Represented the curator appointed under the state Historic Curatorship Program of the Bradley Palmer Mansion in Bradley Palmer State Park in Superior Court litigation that resulted in a substantial real estate tax abatement to the owner from the Town of Topsfield, Massachusetts

Authored a report on the status of urban area evacuation planning and outline for a capabilities based evacuation plan under Homeland Security guidelines for the Harvard University Campus in the greater Boston, Massachusetts metropolitan area

Supervision of the Boston Environmental Strike Team

Under Mr. Joyce's leadership, this team prosecuted 89 court orders mandating the remediation of major environmental violations in Boston, including 11 orders that led to the closing or remediation of illegal transfer stations.

Development and Implementation of the Problem Properties Policy

Attorney Joyce established a policy that directly led to the restoration of 260 distressed problem housing units, including bank owned assets that had been inhabited by squatters, vagrants and criminals.

The Establishment of a Free Zoning Clinic

Since 1999, this program, created by Mr. Joyce, has conducted 0ver 200 free zoning clinics, providing the public with a forum to learn how to effectively use the zoning laws and process. A zoning process manual is also available to the public.

Enhancement of On-line Permit Application Process

Under Mr. Joyce's guidance, the on-line permit process was streamlined, leading to a significant increase in on-line applications, increasing the number of permits issued, as well as the revenue generated by the issuance of permits.
